THE GREEN ACRES MISSION
To achieve, in partnership with others, a system of interconnected open spaces,
the protection of which will preserve and enhance New Jersey's natural environment and its historic, scenic,
and recreational resources for public use and enjoyment.
General Overview
The New Jersey Department of Environmental Protection (DEP) Green Acres Program will provide more
than $95 million in funding to local governments and nonprofit land trusts to acquire open space, develop
parks and perform stewardship activities on parks throughout New Jersey. This round of projects approved by
the Garden State Preservation Trust (GSPT) includes:
$35.8 million for local (municipal and county) land acquisition projects,
$42.2 million for local development of parks and recreational facilities,
$2.3 million for local stewardship projects,
$8.8 million for acquisition projects by nonprofit organizations,
$4.9 million for nonprofit recreational development, and
$901,000 for nonprofit stewardship projects.
This funding comes from the Corporate Business Tax, through the Preserve New Jersey Act (P.L. 2016, c.
12), the enabling legislation for funding approved by voters in 2014. Additional funding comes from loan
and interest repayments, interest earnings, and previously approved projects that did not come to fruition.
New Jersey’s Green Acres program was created in 1961 to meet the state’s growing recreation and
conservation needs. Together with public and private partners, Green Acres has protected over 716,000 acres
of open space and provided hundreds of outdoor recreational facilities in communities around the state. The
total acreage of protected open space across New Jersey now exceeds 1.61 million acres.
The protection of New Jersey’s environmentally sensitive open space, vital water resources and significant
natural and historic resources is critical to the quality of life enjoyed by all New Jerseyans. Preserved open
space protects our water supply, preserves sensitive habitats for endangered and threatened species, promotes
smart growth and provides a place for public recreation and connection with community and nature.
This year, special priority was given to projects that meet the Department’s priorities. Applicants were
encouraged to formulate
projects that anticipate and address climate change impacts, advance long-term
resilience goals, provide equitable and meaningful public access, and maximize social, environmental,
and health benefits to the public, particularly within Overburdened Communities
. Nearly 84% of the
funding approved to local governments this round is for projects in municipalities that contain
Overburdened Communities.
New Jersey is home to nearly every kind of recreation opportunity. Public lands acquired and improved with
Green Acres funding provide for fishing, hiking, boating, skiing, birding and simply spending time in the
great outdoors. Whether you want to “take me out to the ballgame” or get sand between your toes, New
Jersey’s public open spaces provide countless ways to play.
Local Acquisition Projects
Green Acres provides low interest loans and grants to assist local governments in the acquisition and
development of open space for recreation and conservation purposes. In this funding round, $35.8 million in
grants and loans is being approved for 57 local (county and municipal) land acquisition projects across the
State. Funds are provided for projects in several categories: Urban Aid Acquisition, Planning Incentive
Acquisition, Site Specific Incentive Acquisition, and Standard Acquisition.

Urban Aid Acquisitions: Urban Aid acquisition projects are eligible for a 75% grant and a 25%
loan, up to the funding round cap. Loans for Urban Aid acquisition projects are at zero percent
interest, payable over 30 years. (The list of Urban Aid municipalities is attached as Appendix 3.)
Planning Incentive Acquisitions: This category is for local governments that have passed a tax for
the acquisition of land for recreation and conservation purposes and have prepared the required Open
Space and Recreation Plan to guide the expenditure of these funds. Applications are streamlined
because the local government has done the required planning when preparing its Open Space and
Recreation Plan, which basically serves as its application. Funding is in the form of a 50% matching
grant, up to the established cap.
Site-Specific Incentive Acquisitions: This category is for local governments that have passed an
open space tax but do not have the required Open Space and Recreation Plan. While they receive the
same 50% grant funding as the Planning Incentive projects, applicants must submit individual
applications for each site they want to acquire.
Standard Acquisitions: Local governments that have yet to pass an open space tax, have a tax below
the required ½ cent rate, or are not collecting their open space tax, qualify for a 25% matching grant
with the balance provided as a low-interest (2%) loan, up to the established cap. These applications
are for a specific parcel.
Local Recreational Facilities Development Projects
Green Acres provides low-interest loans and grants to assist local governments in the development of open
space for conservation purposes and for diverse recreation needs. To meet these needs, Green Acres funds
different types of parks in a variety of settings. This round of projects includes $42.2 million in grants and
loans for 49 local (county and municipal) recreational park development projects in urban, suburban or rural
areas across the state. All development loans are repayable over 20 years.
Urban Aid park development: The provision of recreational facilities in New Jersey's densely
developed cities is a high priority for Green Acres. The Preserve New Jersey Act reinforced this
priority by increasing the grant ratio for Urban Aid projects from 50% to 75%. These projects are
eligible for the balance as a zero-interest loan, up to the funding round cap, if the applicant requests
it. Projects sponsored by Densely Populated Counties* (population density of more than 5,000
people per square mile) will receive 50% grant funding, with the balance as a low-interest (2%) loan,
up to the cap.
Densely or Highly Populated Municipalities park development: Park development projects in
Densely or Highly Populated Municipalities (population density of more than 1,000 people per
square mile or total population over 35,000, respectively), or projects sponsored by Highly Populated
Counties (population density of more than 1,000 people per square mile), will receive a 25% grant,
and a low-interest (2%) loan, up to the established cap. (The list of Densely and Highly Populated
municipalities and counties is attached as Appendix 2.)
Standard development: Communities that do not fall into the Urban Aid or Densely/Highly
Populated categories will receive low-interest (2%) loan funding up to the funding round cap.
Nonprofit Projects
Green Acres has had a long and successful relationship with the many nonprofit land trust organizations that
preserve open space throughout New Jersey, which range from small, local groups to large, international
organizations. Nonprofit organizations can receive 50% matching grant funding for land acquisition statewide

and for recreational development projects located in Urban Aid or Densely or Highly Populated
municipalities or in Densely Populated counties, or for projects that primarily serve residents of those
populated communities.
This year, approximately $8.8 million is being awarded to 14 nonprofit organizations for land acquisition
projects. Eleven nonprofits are receiving a total of $4.9 million for park development projects.
Stewardship Projects Local and Nonprofit
The Preserve New Jersey Act established a new funding category for stewardship activities by local
governments and nonprofit organizations on lands held for public recreation and conservation purposes. The
Act defines stewardship as “an activity, which is beyond routine operations and maintenance…to repair or
restore lands acquired for recreation and conservation purposes for the purpose of enhancing or protecting
those lands for recreation and conservation purposes.”
In developing this new funding program, Green Acres solicited input from local governments, nonprofits and
natural resource professionals. Based on these discussions, Green Acres decided to focus the limited
Stewardship funds on natural resource and conservation projects and limited passive recreation, not on active
recreation facilities.
Awards for local stewardship projects in Urban Aid municipalities are in the form of a 75% matching grant.
Local projects in the remaining municipalities, and all nonprofit projects, will receive 50% matching grant
awards. This year, we are approving $2.3 million for 10 local stewardship projects and $901,000 for 6
nonprofit stewardship projects.
Appendix 3 describes the funding formula used to determine awards.
Funding for all Green Acres projects is contingent upon approval by the Garden State Preservation Trust and
by the Legislature's through the passage of an appropriation bill.
Urban Parks Grants
The FY21 and FY22 state budgets included a total of $6 million to be used for urban parks. The DEP,
through Green Acres, created a 100% grant program to incentivize projects in municipalities that contain
Overburdened Communities. The DEP set a $500,000 cap and approved 13 of the 67 applications it received.
Applicants were invited to “roll over” their Urban Parks Grant projects into the Green Acres funding round if
the Urban Parks Grant application was not approved or if supplemental funding was needed. These rollover
requests were considered in addition to any Green Acres applications a local government submitted; all were
evaluated using the same criteria.

Atlantic City
Gardner's Basin Improvements
Atlantic City is seeking additional funding to improve Gardner's Basin, which is located on the
Absecon Bay waterfront and features breathtaking views of the Atlantic Ocean, Absecon Inlet,
Absecon Bay, and the marina district. In addition to scenic vistas of the waterfront, Gardner's Basin
provides fishing, boating, sightseeing and dolphin watching cruises. Gardner's Basin serves as an
anchor for a multi-city waterfront bike/pedestrian trail that includes the Atlantic City and Ventnor
boardwalks. The project will continue to support and encourage passive and active recreational uses
of Atlantic City's waterfront parks.

Tony Canale Park Expansion
Egg Harbor Township is seeking additional funding to improve Tony Canale Park, located on
Sycamore Avenue. Proposed improvements include three multi-purpose fields, a synthetic turf field,
an access road and two parking areas, a field house to support the recreational amenities, and
stormwater management improvements. The proposed improvements will allow the township to
accommodate the recreational needs of its growing population.

Leipe Recreation Complex Expansion
Hamilton Township proposes to expand the recreational facilities at Leipe Recreation Complex,
located on Leipzig Avenue. The property was purchased with Green Acres assistance. Proposed
improvements include construction of a concession and restroom facility, improvements to and
expansion of the existing parking lot, new baseball fields, a roller hockey rink, sports and parking lot
lighting, a running track, and a passive walking path. (Urban Parks Grant rollover request.)

Bayview Avenue Waterfront Park
The City of Pleasantville is requesting additional funding for construction of a linear waterfront park
linking Jokers Field and the Pleasantville Marina. Proposed facilities at Jokers Field include an
outdoor Amphitheatre/Gazebo, central lawn/open play area, educational cove, picnic pavilion,
splash pad, exercise cove, environmental garden, landscaping and a elevated walkway that leads to
the Marina. Enhancement of the existing jogging/walking/bicycle trail that connects the parks, as
well as installation of bike racks, decorative fencing and various other site amenities are also
proposed. At the Marina, the city proposes construction of a bathroom/office building, dredging to

ensure that the facility can be enjoyed by the public, and a floating dock.

Riverside County Park South
Bergen County is proposing improvements to Riverside County Park South, located in Lyndhurst
Township and North Arlington Borough. Proposed improvements include a new all-access point at
Park Street and a foot path connection at the Bergen Avenue and River Road intersection; an
extended walkway system with footbridges and lighting; fitness stations; a playground and spray
park with safety surfacing; riverfront overlooks; a relocated baseball field; and a pavilion.
Landscaping, site furnishings, fencing, utilities, and stormwater management improvements are also
proposed.

Gorge Rd Park Improvements
Cliffside Park Borough proposes to improve Gorge Road Park, located adjacent to Cliffside Park
High School. The Borough is proposing to add an approximately 4,000 square foot exercise circuit
to the park. The new equipment will accommodate various age groups and abilities and will
incorporate handicap accessible elements and features for an inclusive play environment.

Richard Outwater House Acquisition
East Rutherford Borough is seeking to acquire the historic Richard Outwater House, located at 231
Hackensack Street. The main structure, a Dutch Colonial Farmhouse, was built in 1821 and listed
on the New Jersey and National Registers of Historic Places in 1983. The Borough intends to
renovate the structure in accordance with historic preservation standards and create a passive park
on the grounds. The renovated building, which will include ADA access improvements, will serve
as office space for the Borough Historical Society and as meeting space for civic groups. (Urban

Bergen Boulevard Park
Fairview Borough is redeveloping a half-acre vacant property located on Bergen Boulevard into a
new public recreational facility. Proposed improvements include a dog park, gazebo, exercise
equipment area, walking path, parking area, landscaping, and site furnishings. This project will
create an important new recreation facility in this densely populated community.

Columbus Park Improvements
Garfield City is planning improvements to Columbus Park, located on Outwater Lane. Proposed
improvements include both active and passive recreational opportunities. Passive recreational
features include a patio area with a fountain, an amphitheater, and benches, while active recreational
developments will include playgrounds and bike/walking/jogging paths. Parking and access drive
improvements, stormwater management facilities, lighting, landscaping, and a restrooms building
are also proposed.

Columbus & Carver Park Improvements
Hackensack City plans improvements at two City parks: Carver Park, located between First and
Second Streets at Clay Street, and Columbus Park, located at West Franklin Street and Old Hoboken
Road. At Carver Park, the City proposes to rehabilitate basketball courts and improve walkways.
At Columbus Park, the City proposes to renovate and improve accessibility of playground

North Arlington Borough proposes improvements at Fisher Field, located on 6th Street. Proposed
improvements include new playground equipment and safety surfacing, a new basketball court, four

Ave and Veterans Place, Landscaping, fencing, benches, picnic tables, and an irrigation system are
also proposed.

Hathaway Park Improvements
Wallington Borough proposes new recreational facilities for its popular Hathaway Park, located
along the Passaic River on Hathaway Street. Proposed improvements include a spray park, a new
tennis court, basketball court renovation, picnic tables, and a passive seating area. Drainage

Wood-Ridge Recreation Complex Acquisition
Wood-Ridge Borough is requesting supplemental funding toward the acquisition of an 11.8-acre
property, located on Johnson Drive. The project site, which abuts a new residential development, is
a portion of the former Curtiss Wright industrial complex. Potential future development includes
both active and passive uses, such as field sports, a playground and shelter, restrooms, a multi-
purpose trail, and a dog run. A multipurpose grassy field is also planned for open play and
community events.

Willingboro Lakes Improvements Ph II
Following a successful 2020 Phase 1 park improvement project, Burlington County is proposing
additional improvements to its Willingboro Lakes Park, located on Beverly-Rancocas Road in
Willingboro Township. Proposed Phase II improvements include expanded parking, improved
public access to the lakes and Rancocas Creek, a fishing pier, handicapped-accessible trails and
walkway improvements, boardwalks, additional picnic pavilions, and site furnishings. (Urban Parks

Black Run Preserve Stewardship
Evesham Township is proposing to improve Black Run Preserve, a 1,300-acre nature preserve on
Kettle Run Road between the Marlton Lakes and Kings Grant neighborhoods. Proposed activities
include improving existing trails and trailheads and adding signage to enhance the accessibility and
safety of the site.

Pemberton Sports Field Lighting
Pemberton Township proposes to add sports lighting at two Township parks. At the Pemberton
Sports Complex, located on Pemberton-Browns Mills Road, sports lighting will be added to two
baseball/softball fields. At Nesbit Park, located on Anderson Road, sports lighting will be added to
two football fields, a practice field and a game field. These improvements will allow the fields'
users to extend their seasons and practice and game times, as well as enable the parks to host more
teams and tournaments.

Trail Development at Mid-County Park
Cumberland County proposes the development of a 5.2-mile trail system at Mid-County Park,
located on Morias Avenue in the City of Millville. Project plans include a pervious trail appropriate
for walking, bicycling and horse riding, and restoration of an existing asphalted area to natural
conditions.

The City of Vineland proposes improvements at the Joseph E. Romano Sports Complex, located on
Maple Avenue. Proposed improvements include the development of an inclusive playground and

Multi-Park Improvements 2021
Essex County proposes improvements to two County recreation facilities. At the Turtle Back Zoo,
located on Northfield Avenue in West Orange Township, the County will partner with the Essex
County Parks Foundation and the Zoological Society of New Jersey to construct a new Amazing
Asia Exhibit. The new exhibit, which will highlight several threatened and critically endangered
Asian species, will include new habitats and viewing areas for the public. At Weequahic Park,

located on Meeker Avenue in Newark, the County proposes to renovate the Divident Hill Memorial
Pavilion and surrounding area, convert two ballfields to synthetic turf with lighting and bleachers,
and make improvements to the park’s picnic area and entrance.

Fairway Park River Bank Walkway
Belleville Township proposes to add a new riverside walking path at Fairway Park, located on
Riverdale and Fairway Avenues. The path will run alongside the Third River and feature a 10-foot
wide walking path, boardwalk, native landscaping, and interpretive signage. A damaged chain link
fence near the riverbank will be removed to restore waterfront access, and the riverbank will be
stabilized to prevent erosion.

Fairway Park Improvements
Belleville Township is proposing improvements to Fairway Park, located at Riverdale and Fairway
Avenues. Proposed improvements include a prefabricated restroom, a dog park, replacement of the
park's current playground with an ADA accessible playground, upgrades to the baseball field, and

Bloomfield Township Third River Park and Preserve
Bloomfield Township seeks additional Green Acres assistance towards the acquisition of a 12.7-acre
property located along the Third River and Spring Brook and accessed by Lion's Gate Drive. The
site, which was used historically for manufacturing, is situated in a highly developed area. The
Township has acquired the site and restored the flood plain and associated wetlands, creating flood
storage area and wildlife habitat. Passive and active recreation facilities have also been added.

Clarks Pond South and Vassar Field Improvements
Bloomfield Township proposes to replace the existing turf on the Clarks Pond South softball field on
Dewey Street and Vassar Field little league field on Byrd Avenue, which have become worn and
unsafe. The project will include the complete removal and replacement of the synthetic turf systems
on the two fields. The proposed work will address safety concerns for the youth participants who

Oval Park Improvements
The City of East Orange proposes improvements to Oval Park, located between Grove Place and
Eaton Place. Park renovations will include restoring the natural turf multi-purpose playing field,
constructing a circuit rubberized walking path that encircles the field, razing and rebuilding the field
house, resurfacing the basketball courts, adding spectator seating, and landscaping. The proposed
improvements will make Oval Park a more inviting space and encourage more residents to visit this

Broadway Park
The City of Newark, in partnership with the Trust for Public Land, plans to develop Broadway Park
for passive and active recreation. Broadway Park, which was acquired with Green Acres funds,
consists of vacant lots located in the North Ward between Broadway and Oraton Street, adjacent to
Luis Muňoz Marin Elementary School. Proposed improvements include playgrounds, playing
fields, additional lighting, art, rain gardens, and a community garden. (Urban Parks Grant rollover

Military Park Improvements
Orange City Township seeks to make improvements to Military Park, a centrally located pocket park
on Main Street in the commercial district. Military Park features monuments that honor World War
II veterans. The proposed project will include new sidewalks, trees, and other plantings, and will
make improvements to the monument viewing area. These improvements will improve the visitor
experience and make Military Park more functional and attractive. (Urban Parks Grant rollover

The Borough of Glassboro proposes to replace the existing grassed football field at South Delsea
Drive Park, located on South Delsea Drive, with a synthetic turf multi-purpose field that will
accommodate football, soccer, lacrosse, and field hockey.

Washington Lake Park - Phase II
Washington Township is proposing improvements around Cedar Pond within Washington Lake
Park, which is located at Chapel Heights Road, Hurfville-Cross Keys Road and Greentree Road.
Proposed improvements include pond bank restoration and stabilization to prevent further erosion,
native landscaping, and pathway improvements around the pond. This work will improve safety and
enhance opportunities to enjoy the water and the surrounding wildlife and vegetation.

Thomas West Park Pond Improvements
Westville Borough proposes improvements to restore the ecological health of the pond at Thomas
West Park, located at Duncan Avenue, Delsea Drive (NJ 47), and Boundary Lane. By clearing
debris and sediment that has accumulated over time, the proposed work will help prevent the
buildup of algae in the pond, contribute to climate resiliency by increasing flood storage, protect the
Big Timber Creek watershed, and improve the pond's overall aesthetic.

DiDomenico Park and Pool
Bayonne City proposes to improve DiDomenico Park, which is located at West 16th Street and
Avenue A. The project proposes tennis and basketball court improvements, including surface
repairs, fencing, nets, benches, goals, and other court amenities. The existing tot lot area will be
resurfaced, and new ADA-compliant equipment, accessories, and seating will be added. Exterior
and interior upgrades to the pool building are also proposed. The kiddie pool perimeter will be
repaired to ensure a safe swimming area for small children. (Urban Parks Grant rollover request.)

Cove Park Waterfront Improvements
The City of Hoboken proposes to improve Cove Park, located along Park Avenue at Weehawken
Cove. Proposed improvements include bulkhead repair and rehabilitation of the segment of the
Hudson River Waterfront Walkway that passes through the park. The project will restore public
access to this section of waterfront walkway and ensure continuous pedestrian and bicycle access to

recreational waterfront facilities.

Southwest Park Development
The City of Hoboken is seeking to expand and improve Southwest Park on Harrison Street.
Proposed improvements at the expanded park include pickleball courts, basketball courts, play
structures, a community garden, benches, landscaping, hopscotch, open programming space, and
other features. Also proposed at the site is a subsurface detention tank with the capacity to capture
600,000 gallons of stormwater as part of the Hudson River-Rebuild-By-Design Project, which will
help protect Hoboken from flooding and the effects of climate change. (Urban Parks Grant rollover

The Township of Weehawken is requesting additional funding to construct a multi-use rink pavilion
and other recreational amenities at the southwestern portion of its waterfront South Park. This grant
request is for the second phase of a three-phased project to expand recreation opportunities in a
densely populated urban area along the Hudson River. This phase consists of an ice rink with an
interchangeable surface that will allow for basketball in the summer months, a pavilion and support
building, a great lawn, a basketball court and a tennis half-court. The rink pavilion will have an
open-air roof structure that will shield the ice from the sun but will be open on the sides to allow for
scenic views and fresh air. Bleacher-style seating will be available in a support building where
visitors can rent skates, purchase refreshments, utilize bathroom facilities and warm up in the winter
or cool off in the summer. The building footprints were designed to have a minimal environmental
impact and additional sustainable planning features.

significant potential for outdoor recreation development, and its preservation will protect a historic
landscape within the Lambertville Historic District, listed in both the New Jersey and National
Register of Historic Places.

Township. The County proposes to restore severely eroded shoreline in the tidal wetland, while
taking care to preserve significant Native American artifacts, thereby providing habitat for
submerged aquatic vegetation and creating a site for future freshwater mussel reintroduction. The
proposed improvements will attenuate wave energy and tidal fluctuations, reduce erosion and
sedimentation, and filter stormwater runoff, while maintaining a natural shoreline gradient and
providing enhanced nearshore habitat.

In the park's Southern Division at the Prudential Grove and Kiyofumi Sakeguchi Memorial Grove,
the Alliance proposes installation of WiFi, plantings and hardscaping, and HVAC system
improvements at the Educational Center. Paving, drainage, invasive plant removal, and a shelter are
proposed for the eastern side of the lake. In the Northern Division of the park, walking path
improvements are proposed, as well as upgrades to the Cherry Blossom Grove and the Children's
Garden at the Welcome Center.

safety surfacing, green infrastructure, a running track, a synthetic turf area, a painted games area,
mini basketball courts, benches, picnic/game tables, drinking fountains, amphitheater seating, and
raised planting beds and shade trees throughout.

Greenway Acquisitions
D&R Greenway Land Trust is dedicated to preserving significant watershed lands and large-scale
landscapes in central New Jersey, encompassing portions of the Delaware, Raritan and Millstone
River watersheds and the Delaware & Raritan Canal. D&R Greenway has identified multiple
proposed acquisitions that will help create contiguous preserved lands that protect water quality,
significant natural resources, critical wildlife habitat, and natural areas for passive recreational
opportunities. The Land Trust's focus preservation areas include, but are not limited to: Central
Stony Brook watershed, Delaware Bay Estuary, Delaware River tributaries, historic Griggstown, the
Sourland Mountains and the Upper Millstone Greenway. D&R Greenway Land Trust is also
involved in creating multi-use trails and potential projects outside these watersheds. Counties
include: Burlington, Camden, Cumberland, Gloucester, Hunterdon, Mercer, Middlesex, Monmouth,
Morris, Salem and Somerset.

Multi-Park Stewardship
D&R Greenway Land Trust proposes stewardship activities at three of its preserves. At Cider Mill,
on Cider Mill Road in East Amwell Township, a grassland improvement initiative is proposed to
improve biodiversity and function. The forage and breeding habitat for grassland birds will be
enhanced and invasives will be removed. To improve biodiversity and function at Hillman Preserve,
located at Pennington-Rocky Hill Road in Hopewell Township, a multi-season meadow will be
created. The meadow will provide for pollinators and increase human interest along the Lawrence-
Hopewell trail extension. Invasives will be removed, and a native species seed mix will be planted.
Between the forest and meadow edge, a scrub shrub habitat will be created to improve the interior
habitat. Finally, at Point Breeze, located on Pine Street in Bordentown Township, D&R Greenway
will remove invasive species, build trails, restore habitat, and develop gardens.

Essex County Parks Foundation will partner with Essex County and the Zoological Society of New

The proposed project will involve construction of a new Amazing Asia Exhibit, which will highlight
several threatened and critically endangered Asian species. The exhibit will include new habitats
and viewing areas for the public.

Boardwalk Trail Restoration
Flat Rock Brook Nature Association is requesting additional funding to improve the Flat Rock
Brook Nature Center, located on Van Nostrand Avenue in Englewood City. Proposed
improvements include restoration to the native habitat boardwalk and observation deck. The current
boardwalk is significantly deteriorated and prone to flooding. The environmentally friendly
improvements will increase visitor safety and upgrade the boardwalk to current ADA standards.
The viewing platform will also be replaced, allowing easier access and plenty of space for staff and
volunteer trail guides. A concrete landing will connect the boardwalk to the handicapped parking
spot and building access.

ecological area that contains mature forests and significant wetlands, habitat for endangered and
threatened species, and nesting habitat for migratory birds that require large areas of contiguous and
unfragmented forest. FOPOS also works with Princeton on lands targeted for preservation on its
Open Space Master Plan.

Wildlife Management Areas and nonprofit holdings, protecting sensitive ecosystems from
fragmentation and preserving land in its natural state. NLT encourages passive public access to its
lands through existing trail systems.

The Raritan Headwaters Association (RHA) serves the headwaters region of the Raritan Basin, also

portions of 39 municipalities within Hunterdon, Morris, and Somerset counties. RHA focuses its
land preservation priorities on lands that provide critical source water protection and groundwater
recharge.

Open Space Conservation Plan
Ridge and Valley Conservancy focuses on protecting and preserving limestone forest communities,

wetland bogs, areas of contiguous forest or forest buffer areas, and prime farmland within the
Appalachian Valley and Ridge Region of northwestern New Jersey. Limestone and continuous
forest stands provide critical habitat for owls, raptors, bobcat, and migrating songbirds. They provide
large volumes of high-quality runoff and ground water recharge to sustain streams and aquifers in
the region and they have significant scenic value due to their location on ridge tops. Bogs and
surrounding lands preserve bog turtle habitat. Proposed use is for preservation and restoration of
native species, including rare plants and endangered animal species, and soil and water quality
protection. Lands are open to the public for hiking on designated trails, environmental education
programs, and natural resource interpretive activities.

Province Line Woods Acquisition
Ridgeview Conservancy, along with a consortium of preservation partners, seeks to purchase a 153-
acre property, known as Province Line Woods, located in Princeton, for conservation, passive
recreation, and education. This property is an environmentally sensitive area, covered with mature
deciduous upland forests and extensive wetlands; it is the largest unprotected forest in Princeton.
The forested property serves as an important local reservoir for biodiversity, including suitable
habitat for federal and state listed species, such as the NJ bobcat, the red-shouldered hawk, the wood
turtle, and the barred owl.

South Jersey Watersheds
South Jersey Land and Water Trust’s (SJLWT) South Jersey Watersheds project focuses on
preserving lands near the headwaters and other drainage paths of the tidal and freshwater rivers that
flow through Gloucester and Salem Counties to the Delaware River. Lands near Raccoon, Mantua
and Oldmans Creeks are the main areas of focus, but other smaller and ecologically important
waterways are also included. Emphasis is placed on the "priority habitats" identified by the New
Jersey Conservation Foundation in its study of the region, Charting a Course for the Delaware Bay
Watershed. The proposed area of preservation includes all of Gloucester County as well as parts of
Salem County, including Carney's Point, Oldmans, and Pilesgrove townships. Acquisitions are
managed by SJLWT or a local government partner.

Nancy Conger West Brook Riparian
The Land Conservancy of New Jersey (TLCNJ) proposes stewardship activities on a 43-acre
property it recently added to its Nancy Conger West Brook Preserve in West Milford Township,
Passaic County. A weir on the site was previously breached, reducing the size and height of the
pond and allowing it to become overwhelmed with phragmites. A primary goal of this restoration is
to reduce the temperature and improve the quality of water flowing from the property. Proposed
activities include treating the existing phragmites; removing the breached weir, which will allow the
new stream channel to become established; and seeding the new shoreline with native wetland
plants. TLCNJ also proposes to restore a 2.5-acre field in the western portion of the site by
demolishing a dilapidated barn, sheds, and fencing and planting trees. Finally, they will also blaze a
trail along the pond to access a proposed wildlife blind and stream sensor.

Watershed Connectors
The Watershed Institute's acquisition program is designed to create stream corridor protection areas
along the Stony Brook, connecting land in Hopewell Borough, Hopewell Township, Pennington
Borough, and Princeton through The Watershed Institute's Reserve properties. The greenway
linkages will follow along the Mount Rose/Princeton Ridge to the Stony Brook and then to Mercer
County's Curlis Lake Woods, Rosedale Park and Mercer County Park Northwest. The acquisitions
will also become part of a connector trail between the Sourland Mountains and Princeton and
Washington Crossing State Parks. Lands targeted for acquisition are a mixture of forests and fields,
wetlands, and the stream corridor and the valley of the Stony Brook and the Mount Rose/Princeton
Ridge greenway.

Trust for Public Land (TPL) continues to partner with Newark City to improve parks and provide

also is being funded with a National Park Service, Outdoor Recreation Legacy Partnership Program

Green Acres continues to base awards to local governments on a formula that provides additional funding to
cities and older densely developed suburban communities. Green Acres established a system that factors in
the total population or population density of a municipality or county. The recommendations to the Garden
State Preservation Trust reflect the following factors, assuming a “base award” is presented to those
municipal and county sponsors outside of the population centers:
